Since theres no way to place natural stone and earth, once youve dug an area out, you can only refill space you dug out by ordering constructions like walls and fortifications to be built. You can only stuff so many statues and things into a room - but if you make it slightly bigger, you not only have more space, the additional engraved space adds easy value and satisfies your dwarves before you put anything in there. This way (once your main guy is legendary), you can mass-allow stone detailing for smoothing on any hauler, have full z-levels smoothed very quickly without quality issues, then only allow SD on your legendary one again and start engraving.
